Jovatthon, the Castle of Thunder, is an invisible flying city-state of cloud giants hovering above Tal'Dorei, and the site of the Council of Seven Scepters after the fall of Tempestar. The city is ruled by two wedded kings, a City-King in charge of domestic affairs, and a War-King tasked with the defense of the city.
It is covered in thick storm clouds, tracing a clockwise circular route around the continent to avoid its cloudless, arid heartland.
