Phlandra Alabaster served as High Magistrate of Leira for over 10 years. Her counsel was much sought after by her immediate subordinates, with respect to both personal as well as business matters.
Description
Phlandra was a remarkably beautiful Leiran elven woman.
Personality
Phlandra was a misandrist whose hatred of men lead her to appoint only women to positions of authority within her government. While she had little tolerance for interacting with male residents and spacefaring visitors, she was willing to entertain their petitions during council sessions, because they occasionally had valid concerns. However, she usually considered such appeals to be little more than whining, begging and pleading for attention.

Phlandra had been married to a human until he cheated on her with another woman, breaking her heart and inflaming her hatred of all men. Soon after, he was convicted of the capital crime of adultery and sentenced to death.
Rumors
Like most Leirans, Philandra was extremely paranoid about the supposed threat posed by the inhabitants of Toril and believed firmly that they were planning to invade her world. So certain was she that a Torilian invasion was immanent, and in an attempt to spare her lands from the devastation of war, rumors suggested that the High Magistrate had begun preparing a preemptive strike of her own. In addition, Philandra had also increased the number of internal protection service agents to guard against foreign spies and saboteurs.
