The City Guard Barracks serves as the primary garrison and training ground for the City Watch and the elite High Quarter Guard. It houses nearly 400 soldiers, including heavy infantry, crossbowmen, and a specialized Riot Suppression unit. The basement levels contain the High Quarter Lockup, a high-security holding area for political prisoners or dangerous mages awaiting transfer to the Grand Citadel.
