Officially, this is the Administrative Center of the Old City, housing records and minor municipal offices. Unofficially, it is the Grand Headquarters of the Thieves' Guild. It serves as the Guild's primary counting house, its high court for resolving internal disputes, and the residence of the Guildmaster. The Old City Great Hall is a massive, crumbling three-story stone fortress with a central bell tower that has long since lost its bell. The entrance is a colossal set of bronze-banded oak doors, scarred by decades of riots and sieges.
