The Grand Citadel is a soot-stained, many-towered fortress that looms over the city from the northern edge of the High Quarter. It serves as the nerve center for Greyhawk's security, housing the City Watch barracks, the municipal treasury, a massive armory, and a high-security prison for the region's most dangerous criminals. The fortress is governed by a duo of seasoned leaders: the Captain-General, a disciplined soldier tasked with the city's defense, and the Constable, a compassionate former adventurer who manages the daily operations of the Watch. Together, they oversee the protection of the Free City and the incarceration of its most notorious threats.
