Circa 47 AB, Catlynde was one of more than twelve women who sat for her ajah (note the lowercase), in discussion of building a new city as a center of Aes Sedai power.
It is not clear if Catlynde and her group of Aes Sedai refused to participate in the building of Tar Valon or instead voluntarily joined one of the other seven groups that became the traditional seven Ajah of the White Tower.
In the first case most probably Catlynde's group was forced to bow by Elisane Tishar, the first Amyrlin Seat, as in other similar cases.
