In order to spark a second Civil War, a power-hungry industrialist named Phillip Silverhorn has landed a gigantic Steam Fortress , dubbed the “Victory” on the opening ceremony of the World’s Columbian Exposition in Chicago. With the city laid to waste, America has been splintered into five new nations, thus beginning the Great Steam War!
